- Recognized Quirk from her ID shot from seeing her on the construction site. He tried to get her to move on because it was dangerous but she would just give him origami flowers or birds she made from flyers people hand out on streets. She told him she had to report some of his crew for littering - one of the crew tossed stuff in the dumpster and missed with something. She wrote down the time, the offense (littering), and what the person was wearing, about a month ago. He got the idea to have her write down people who came up the steps who didn’t work for the company, and he’d stop by after work on Fridays to get her report and give her a few dollars.[2]
